His Majesty has envisioned the institution of Gyalsung as a means to empower all Bhutanese youth to participate in the process of nation-building to further enhance the security, peace, unity, harmony and sovereignty of our nation.
His Majesty The King announced the launch of Gyalsung – Bhutan’s National Service – during the Royal Address to the nation on the 112th National Day of Bhutan on 17 December 2019.

The Gyalsung Program aims to realize the above vision by enabling each and every Bhutanese youth to actualize their innate potential and become productive and worthy citizens in the service of the Tsawa-Sum (The King, Country and People).
The National Service is a fundamental duty mandatorily required of all Bhutanese citizens as enshrined in the Article 8.1 of the Constitution. The Gyalsung Act of the Kingdom of Bhutan was adopted by the Parliament of Bhutan on 11th November 2022.
The first batch of Gyalsung Training will commence in September 2024.

Step 1. Sign Up
The Gyalsung journey begins from the age of 15 years old. All Bhutanese citizens fulfilling the aforementioned criteria can Sign-up for Gyalsung through our website or online portal. This includes school students or out of school youth.
Step 2. Registration
The next step is when the youth reach the age of 18 or if in school completes class 12. After receiving the Registration Notification, he/she is required to login to the NS portal, submit family details, select skilling preference etc.

A person under 18 years and above 16 years and six months may be eligible to volunteer for early registration for Gyalsung Training.

Please note that early enlistment is subject to the availability of vacancies in the Gyalsung Academies. It is also important to note that the Gyalsung Headquarters reserves the right to reject early enlistment applications without providing any written justification.
The purpose of medical screening is to ensure that eligible youth for Gyalsung, who have underlying medical or physical conditions that might pose a danger to their own health or the well-being of their peers, are exempted from participating.
This is mandatory and will be conducted in selected 26 hospitals across Bhutan during the stipulated period and includes the following steps:
Step 1: Self-Medical Declaration
The applicant is required to complete a Medical Screening Questionnaire to declare any medical conditions. It is important to declare pre-existing medical conditions so Gyalsung HQ can provide support (if required) for uninterrupted Training.
Step 2: Appointment for medical screening
During the Gyalsung online registration, applicants are required to book a medical screening appointment at the nearest identified hospitals in their respective Dzongkhags:

Change of medical screening appointment (if required) can be done by clicking on Change Medical appointment. The applicant will be allowed to change their medical appointment only once and if it is more than 10 days before their medical appointment.
On the day of your medical examination, applicants will be verified through presenting their physical CID at the hospital. They will need to carry their health book/documents for pre-existing medical history (if any).
Step 3: Medical Examination Conducted at Hospitals
It is the responsibility of each youth to complete the medical screening within the stipulated time window. As a rule, the medical screening should be done in the country. Youth who are overseas can request for this to be done at a time closer to the enlistment day so that they do not have to travel to Bhutan simply for this screening.
Step 4: Medical Review if found unfit for Enlistment
The Gyalsung Medical Board will be formed to further review, verify and certify the medical fitness report. If found to be ‘unfit’, Gyalsung Medical Board shall recommend to the Gyalsung Governing Council for deferment or exemption.
All deferments are granted on a yearly basis. However, if the circumstances for granting of deferments remain valid; or a new circumstance comes up, deferments can be renewed annually upon re-application by the eligible persons.
Deferment may be granted for the following reasons:
Those who wish to apply for deferment should complete the registration process, apply for deferment with all the necessary supporting documents and wait for Gyalsung HQ to review the application and respond accordingly.
The Gyalsung Act of the Kingdom of Bhutan 2022 allows for exemptions to be granted to:
1) Those who have been assessed as permanently unfit for Gyalsung Training by the Gyalsung Medical Board may be eligible for exemption. Differently-abled individuals who are outside the education system and deemed unfit for training may also be exempted.
2) Those enrolled in registered religious or monastic institutions, both within and outside Bhutan, may qualify for exemption.
3) In the case of pregnant women and 18-year-old mothers, the best interest of the mother and child will be given prior consideration.
To be considered for exemption, eligible citizens are required to register on the NS portal and provide the necessary details and documents that substantiate the need for exemption. The Gyalsung HQ will review the provided information before making a decision.
Enlistment is the completion of the process from sign up, registration and medical screening leading up to assignment of the individual to one of the four Gyalsung Academies thereby becoming a Gyalsar or NS Cadet.

The one-year Gyalsung Training Program comprising the components as listed below seeks to impart knowledge and leadership skills and instill values to imbue in every cadet the distinctive watermarks of: Integrity, Discipline and Excellence.
A) Basic Military Training
During the first three months, all Gyalsars – NS Cadets – will undergo basic military training to enhance their strength and fitness levels and participate in drills and other associated skills such as obstacle courses, weapon handling, etc. While the BMT will be conducted by the Royal Bhutan Army, courses on National Education, Bhutanese values, transformative leadership, etc., will be conducted by other specialists.
B) Skill Development
For the remaining eight months, the Cadets will be skilled in areas that will be useful for the youth and also contribute to enhancing economic self-reliance and quick response to national emergencies. Currently the areas identified include: Food Security, Home Security, Community Security and Information & Communications Technology Security.
In terms of distribution of cadets to the various areas of specialization, the Gyalsung HQ will strive to balance between individual interest based on personal choice/aptitude and the available offerings across the academies. While every cadet may not get into their first choice of specialization, it may be noted that irrespective of the areas of specialization chosen or allocated – the training will focus on imparting useful knowledge and skills through well designed processes that will bring about the aforesaid watermarks in each Cadet.
Furthermore, the areas of specialization and methods of training will be publicized in all high schools so that by the time the youth join the Gyalsung Academies, they are well informed and are able to appreciate whatever specialization they are provided.
C) Other Activities
Among many other activities that are being discussed, a notable one is a trek across Bhutan on the Trans Bhutan Trail. Cadets will be given an opportunity to walk across parts of the 403 Km trail or other prominent trails in the areas close to the Academies to appreciate the beauty, diversity and uniqueness of the country.
Note for the Inaugural Batch Gyalsung Training in 2024
The Gyalsung Training will be launched in September 2024. The training duration for the inaugural batch will be four and half months
only. In view of the shorter duration, the Cadets will undergo four and half months of BMT, National Education and other activities. The Skilling component will be introduced only from 2025 onwards.
After the completion of the Gyalsung training, the cadets will graduate to become Gyalsups or National Service Men and Women. They will then enter a phase of National Service Duty till the age of thirty-five years. During this period, they can go on to pursue higher education or vocational and specialized training or choose to join the job market.
However, they will have the obligation to report for mandatory or voluntary duty as and when the Gyalsung Headquarters calls upon them. The design of the duty will be such that it provides them the opportunity to contribute meaningfully to the nation-building process, serve during times of national emergencies and natural disasters or when mobilized for large-scale social and relief works.
It will also provide them the space and time to further cement the camaraderie they build during their training through refresher courses that may be conducted on a periodic basis.
We understand that some Gyalsups may want to continue serving their country even after completing their Gyalsung Duty at the age of 45 years old. In fact, we are seeing this happening with the current De-suung program where individuals as old as 60 years are coming forward to serve. Therefore, if you are interested in continuing your service to the nation, Gyalsung Headquarters would gladly facilitate your transition from Gyalsup to a De-suup.
De-suung is a voluntary national service program started in 2011 and this program will go side by side with Gyalsung. De-suung program offers you an excellent opportunity for you to continue serving your country while developing new skills, building relationships with fellow De-suups, and contributing to your community.

After more than a decade and half of duty, they will enter the next phase as Gyalsung Reservists and become Gyalzurs. By the time the first cohort become Reservists, there will be nearly 200,000 Gyalsups with active-duty obligations. Therefore, the Reservists will have the obligation to volunteer their services only in exceptional situations if the sizable pool of Gyalsups is deemed inadequate. They can still be mandatorily mobilized in the event of national emergencies. But as Reservists, their mandatory obligations are foreseen only in critical national emergency situations.
They will remain as Reservists till the age of forty-five years after which they can choose to transition to become De-suups or Guardians of Peace.
The programs at the Gyalsung Academy are designed to provide a holistic growth environment for all Gyalsars in a safe and healthy environment.
As a fully residential program, all Gyalsars will receive full boarding experience with access to comfortable living spaces and nutritious meals. These shared living spaces are designed to foster camaraderie and harmony among youth coming from all over Bhutan. Further, the Gyalsars will also receive the uniforms for training, sports and other skilling programs as may be necessary to ensure comfort, safety and order and discipline.
The management and instructors will give utmost importance to the personal safety of each and every cadet. For example, the program has carefully determined the minimum sleep time required during training and has established a mandatory hydration protocol to be deployed during training. A progressive training curriculum will ensure that cadets are well acclimatized, and physically tuned, with the aim of avoiding preventable injuries or accidents. The Academies will foster a culture of safety, where individuals feel comfortable reporting any safety concerns or incidents. Regular audits and inspections are conducted to verify compliance, detect potential flaws in the system, and foster continuous improvement.
